Kohler Courage carb question

I have a 22hp Kohler Courage single cylinder engine. It has a Walbro LMK carb on it. There is only 2 adjustment screws on it. One is a long black plastic screw, that only turns a quarter to half around. What does this adjustment do? I've turned it all the way left and then to the right. Doesn't seem to do anything? Does this come out and maybe need cleaned?
Thanks

The mower run with fixed jets so you only have 2 adjustment on the carb
One is the idle fuel jet which is usually very close to the engine and covered with a plastic retainr that only allows 1/2 turn.
WARNING ;- This is covered by EPA rulings and attempts tp remove the cap will cause it to break after which you will be using a non compliant mower and subject to heavy fines in some juristrictions.
the other screw is idle speed screw which will be on top of the carb and limit how far closed the throttle butterfly can go.

Kohler have a good web site with most consummer information on it ( un like a lot of others )
Otherwise you can go to "K&T Parts House Lawn Mower Parts and Chain Saw & Trimmer Parts".
Click the "free parts & repair manuals" link in the title bar then navigate down to the Kohler page and the Courage manual.

This EPA stuff is getting nuts. The latest thing is MTD has discontinued the adjustment tools for there 2 cycle engines due to dealers being able to adjust carbs but don't have the testing equipment to make sure they are still compliant after adjustment. If you are a MTD dealer and have the tools to adjust fine, you can use them, but they are saying we shouldn't be adjusting carbs at all, and need to replace them instead. If you loose your adjustment tool, they are no longer available.

No you can still buy them online, but I can see problems coming from that in the near future.

We don't have carburetor police here in the USA like you must have in Australia ???? Do they come right to your house and check this out? Boy am I glad I live in this country.

Just give them time. They are still pounding on the manufacturers, and distributors, but are also looking at random dealers, like the Toro dealer in northern Illinois that had his stock inspected, because Toro released some 2012 emission engines to dealers in December of 2011. the law allows since 2010, for consumers to be fined as well, so it will be coming in the next few years.

Here is a pic of carb. So can I adjust the long black screw? It doesn't seem to do much? It's the one on the left side of carb sticking out. Under the carb mounting stud.

If I am looking at the picture right, aren't the bolts that hold the carburetor to the engine block missing? If this is the case you have to be drawing vacuum big time. You will never get it to idle right with a vacuum leak.

Nuts are in place. Pic was taken while working on carb at one time. No worries.

As mentioned in post No 2
The big black nut on the engine side of the throttle butterfly is the idle fuel mix and only has 1/2 turn of adjustment
Down load the manual using the link also in Post No2 and you will see how it works

The screw on the top which is in way too far is the throttle stop which sets the throttle opening at idle.
Both of these only work at idle
Download the manual for setting up instructions

I will grantee you if some yo-yo comes onto my front yard to look at my carburetor we will see who has the right of the law, it would be called trespassing. Thank goodness we still do have some rights here in the USA. What judge is going to write a search warrant to check out carburetor plastic caps? Then if it was the case who will have the equipment to test emissions. Yes cars have to be checked, only so they can be registered to drive on public roads. I have a neighbor that dreams up a lot of these laws also, they go in one ear and out the other.
