Kohler Courage 19hp Twin Cam OHV Single Cylinder Too Tight

Got this garage find and engine was free when parked a year ago. Craftsman DVT4000 lawn tractor. Was seized when I got it. Small amount of Mystery Oil in cylinder over night freed it. Now it turns very hard (breaker bar on shaft bolt). Starter will not rotate it. Plug is out and belts are off. Where should I go next? Thanks

Pull the closure plate off the top & have a look inside
Kohler had a problem with some of thess plates as the front 4 bolts come loose.
Now that I thnk of it I have one that would not crank simply because one of these had backed out so far it fouled on the flywheel .

Bolts are tight...someone has been inside before. lots of red silicone. Thanks

Pull the heads offand check the cylinders. If they are good may have to disassemble engine to check rods on crankshaft
