Running on starting fluid down the plug hole indicated correct spark timing
Running on starter fluid sprayed into the carb indicated ok valve timing

Doing both but not running on it's own fuel usually indicated a stuck / broken solenoid on the carb or blocked fuel inlet .

Starting fluid down the carb , not plug hole

Check the afterfire solenoid in the carb.

X2 on the afterfire solenoid if equipped, but I would check for power going to it.
You should hear an audible click too when the key is turned to the On position

Could it be bad on a brand new carb

not likely, but you also need power going to it for it to work.
