Is leaking governor seal related to engine surging?

I have an Exmark Turf Tracer with a Kawasaki FS481V engine and it's got a few problems. One of which is surging at low speeds (I cleaned carb jets carefully and it didn't fix it). Another is the governor seal is leaking oil. Are they related? I'm working to fix the leak and I'm wondering if it will also affect the other issue. Thanks for the help!

Did you remove the idle jet and clean it out mechanically then back flush the idle air passages ?

Hold the gov. so the engine idles and see if it dies. If not gov. problem. If it dies carb. problem. Is the idle speed set to the proper rpms. If not could cause the problem.

Does applying choke tend to help smooth out the surge? If so, check to see if there is a Welch plug missing from the top of the carburetor body.
