Axle came off/out when removing rear tire on Husqvarna yth1848xp. I pushed it back in and it seemed to lock in place. Is it safe to use?

No.
The axel was retained by a clip which is now floating around loose in the tranny
So the clip will bounce around jambing & breaking things all over the place and
The wheel will slide out whenever you turn in the opposite direction to the bad axel.

You remove the transaxle and disassemble it, This way you find the keeper and why it came out in the first place. Note must be in a very clean area.

BTW it appears you have a Hydro Gear transaxle and the clip will or once looked like this.

And make sure you find all of it .
The very first job I did was replacing that retainer .
Go to the Hydro Gear web page & download the repair manual for your tranny
It is a easy fix but it will take you all wekend to do it properly
And as Star has said, the tranny has to be clean.
I blow away the loose stuff, degrease , pressure wash , soda blast then hot water wash & blow dry before I start to pull them apart.
And any time you leave it open cover with a damp low nap cloth .
They are assembled in a dust free factory for a very good reason .
