I haven't started this mower since Oct. 2022. It is a 2017 or 2018. Last Oct. I put new plugs, installed new carb, changed oil and new fuel, air and oil filters. Still not right, running rough and seems to lose power. It does this even when grass is very short. Also last year I found a broken piece of the "Smart Choke" Kohler calls it. I put a real choke (cable) on it. Today I pulled the air filter off and sprayed a little gas because it had been sitting so long. It started first crank and as I was putting the air filter back I noticed that gas was spitting out of the carb. I don't think this is right. Any Ideas

either valve or ignition timing is off, OR the new carburetor float is not sealing properly and is allowing excess fuel in the intake.

I would suspect a stuck or partially stuck valve
If a small piece of that choke thingie is missing it could be stuck under the inlet valve
