I found the inquire below from this forum that reflects the same problem as mine, but no good answers. Too many guesses. Please do not reply if you have not the experience on the exact problem.

"Like I said, It'll start with half a pull with a shot of starting fluid. After I have it running and I shut it off and then I try to start it right away, it'll start without any fluid, When I let it sit for 5 minutes or longer, then it will only start with a shot of starting fluid.

I have the exact the problem as said here. I wish I can receive some direct answers with direct experience like Pat's. carburetor has been thoroughly cleaned. Pat, did you finally figure it out how to fix the starting problem?? thanks

Lets see... you are wanting an answer to an exact problem that someone else was having with their engine, also it is similar to a problem that you are having... But you are Not going to tell us what make or type engine either one happens to be... ?
And you are wanting only the correct answer & No guessing...

Ok I can tell what's wrong.
Your mower is junk it only needed a gasket and a primer bulb but you shot it up with starting fluid now it is addicted to it like a junky on crack.

I would help you solve you problem but you don't have real good social skills

(( racing is the only sport that you need two balls ))

Check govenor arm make sure choke door is working corectly. Otherwise we need more info
