Put it back on the table and take both wheels off, look at one side at a time. You will need some snap ring pliers. That little pinion gear should rotate
one way with a little click, but not the other. Anyway remove it and clean everything, soak it in gas or whatever, look for wear, reinstall with a smear of grease, the gear should rotate freely in one direction with a snappy click. Lock in the other direction.....
Do one side at a time so not to mix up gears....
