Help needed

That's what I plan on doing. I can figure it out from there. Looks like the mower has some age on it. BTY. I tried translating the above post and it said it was Vietnamese.

Update: I took off the cover over the carb. The dial operates the choke plate. The red lever is the throttle. Knowing that made it a whole heck of lot easier to start. Removed the blade and sharpened it. Starts and runs smooth. It's a very quiet mower. So....problem solved.
