Help.. Js63c carb problem

I keep ordering carburetors part number compatible AM134697( factory number) but I keep getting carbs that when you connect the linkage,, the throttle plate is wide open. Every YouTube video shows the same carbs being used as replacement ... What am I missing... I'm not a complete idiot

The Throttle Plate is supposed to be in "Wide Open" position
when starting. The Governor pulls it out of fuel while the
Spring pulls it "into fuel." Welcome to the LMF!

The governor controls the position of the throttle plate
When stationary it will hold the plate wide open till the engine starts to run
