Gas coming out of muffler

These days many types of small equipment don't come with inline fuel filters
I add one when needed to prevent this problem

As long as the fuel tank is mounted above the carb, old man gravity will make sure you have this problem.
You need a manual fuel shut-off valve and a filter.
 
The float can move up and down freely and the needle valve still be stuck shut. Will it crank if you spray some starting fluid in the carburetor throat?
The guy has EXCESSIVE fuel. He doesn't need more sprayed into the cylinder. Fuel is draining out the muffler. Stop the excess flow.
