My neighbour has a 1990 JD rider he says he wants to get rid of. It cranks but does not turn over. My guess is that it just needs a tune up and we'd be away, but am I getting into more than I bargained for? I'm up for the challenge.

Get a cheap in line neon tube spark tester,
Apparently now days they are $ 8.00.
Check for spark,
Most likely wont be one and if not most likely a dud/ dirty safety switch.
Cheap to replace PIA to diagnose.
