Flywheel 16 hp B&S

Hi Folks, New here. The flywheel on 16hp has a felt/straw like material between the magnets, is it a must, some fell out. The magnets look like they are just glued in, any suggestions, advice?

No it is debris that is slightly magnetic and should be removed
