No, I would check relay with multimeter. Look at sears, etc. online and purchase an inexpensive multimeter, instructions included, and check relay. This tool will serve you well for years to come verses just changing out parts.

I just wanted to say thanks. I had this exact issue with mine this week and thought it might be the starter. Luckily I still have the manuals and was able to track the problem back to the PTO switch. It is interesting to learn that the starter won’t engage, but just spins in this situation If you jump the solenoid. Nice, but annoying safety feature.
