Mower deck Exmark Lazer Z CT mower deck belt tensioner question

Hi, can anyone tell me if the adjusting tensioner pulley on the deck belt of an Exmark Lazer Z CT mower should sit at an angle ( or tilted) to the surface of the deck?

Could it have gotten tilted by the constant tension on it from the belt?

Do you think the bolt that holds it to the deck might need to be staightened out.
