engine won't throttle back up

I have a John Deere model 455, 3 cylinder diesel. It's rough starting , but most of the time it will throttle up and run. At other times, when you throttle it down, it won't throttle up again and idles rough.

There are a lot of numbers on it. The engine model is: 3TNA72UJ3, serial number: CHS029D076047. Engine family: SYD1.0U6D2RA, displacement 879 CM3 John Deere. On the radiator is has: 54 Mulcher compatible, TCD P/N 04-0D33, JD P/N AM121535, Mfg. date 01-10-97. The owner's manual says its a model 455.
