When primed, did you watch the fuel go into the carb body with every primer pump?

Look into the carb throat. Open the choke plate first. Hit primer bulb. Should see a small squirt of fuel jump up from the bottom of the carb throat.

Watch this video. This is visually what you should see. Starts at 6:20 and ends at 6:26.

 
This thing sitting for 3 years. Better pull the shroud off and look for a mice condominium in there.

Clean the original carburetor. Million carb cleaning videos on youtube.
 
And I just got a battery power 1/4 hex driver. I haven't even got to try it. But for these screws I my small in lb driver.

Did this, and didn't see any fuel.
 
Okay let's try holding your hands.

Remove the air filter cover, remove the air filter, remove the screws holding on the air filter base, remove the air filter base, turn it to where you see the area that would between it and the carburetor inlet side, remove the gasket, look at the side that faces the air filter base, now at look at the air filter and find the primer air passage, compare the gasket impression to primer air passage, The impression must be fully formed to match the primer air passage raise edges, if it don't then the primer will never work. The area of none impression is where you need to add addition pressure by making a wedge gasket or replace the air filter base.
 
I hope the last fuel in the carb 3 years ago was not E-10. I can see a white chalky mess when you pop the bowl off.

Mower sat unused for about 3 years. When I tried to start it, it wouldn't start despite many pulls of the cord.
I replaced the gas in the tank with fresh gas and tried again, to no avail. After spraying carburetor cleaner into the carb fuel inlet and many cord pulls, it started and ran for a minute or so (probably burning cleaner fluid). The mower then died and would not restart. I replaced the carb, but the problem persists--will not start.

I noticed as I was messing with it, both before and after the carburetor replacement, that the throttle linkage doesn't appear to move the throttle plate inside the carb. (see pix below)

I see what you are saying and If you look at the top center right down to the left and right of that I would like to think that some good carb cleaner spray and after that a little wd 40 but not too much and start all over from there

(Reply to post #18) Thanks for your input. I got the engine to run, and with StarTech's help, narrowed the problem to the primer system. Unfortunately, I haven't had time to fix.
