Is the throttle control cable stuck where you can't move it? Can you see the linkage on the carburetor moving if/when you move the throttle control?

check the linkage on the very front of the carburetor where the spring attaches, you can push/pull it to adjust the RPM's sometimes they get bumped in the front.

The throttle shaft may be sticking. If so, squirt some carburetor cleaner around it till it frees up. Then oil it. That should take care of it. Or it could be some linkage in a bind. All that linkage has to be free moving including springs and governor.
