D130 carburetor solenoid 12V power issue

D130 lawn tractor will crank but not start. The engine will run momentarily by squirting starting fluid in the carburetor. Accessing the carburetor, I discovered a mouse nest and the white or gray wire to carburetor solenoid chewed in two. Fixed that issue then discovered the solenoid wire has only .40V when the key is turned to the on position and the solenoid will not click open. I understand it should be 12V. I validated the carburetor solenoid is good and works by applying external 12V to the solenoid. I am thinking maybe some other wire, maybe safety switch wire, has been chewed in two or is shorted out by insulation being chewed off. I would like some ideas of what to look for before starting this troubleshooting effort.
 
First here is some eyes and ears tests.

Eyes > Passed somewhat
Ears > Unknown

Just kidding here.

With the ignition in run position.
  1. Does the hour meter lights up?
  2. If doesn't then there is a problem between the ignition switch and the hour meter. Note the hour display may have already failed.
  3. If it doesn't light up test the white wire at the hour meter for 12v.
  4. If it does then press the RIO switch does the RIO latch relay operates?
  5. If not then problem is before the RIO relay.
  6. If so then the problem lays between the relay and the fuel solenoid.
No safety switches involved other than the ignition switch.
 
The solenoid connector is bad about spreading the round female pins and will not maintain connection with the male pins.

Try holding a light finger pressure on the connector and listen for a light click when the key is turned on.

You better be pulling the engine shroud off looking for more mice apartments in/on/around the flywheel fan fins and so on. Clean the cooling fins while you are there. Heard that is pretty important to an air cooled engine.
 
Oh if you start feeding the mice a block of cheese, they won't chew on your mower wires. Toss out a big bag of trail mix. Maybe a jug of Coke while you are at it. They tend to get thirsty.
