The shaft comes out from the bottom, so pull it out and see what is there before you go getting new parts.
IT could be he has not pressed the outer races in far enough.
In fact it would be a good idea to pull one of the good ones apart to see how it goes together
And in particular to measure the distance between the two outer races .
One of the replacement shafts I bought had a thick section in the middle for the inners to bear against in place of the spacer, this was too short & I had to pop a couple of shims in there.
As the bearings wear those shims will get removed to put the correct crush on the rollers.
