craftsman tractor md 917271530 not charging

I have a new battery in tractor and checked the voltage at full wide open, and reads 12volts, I checked the alternator wires ac volts read 29acv,believe that to be good, but I cannot find the reg, can someone tell me wear it is , and what the voltage should be, I don't think this means anything the amp gauge stays a little above the center running or not, thinking its just a bad gauge thank jim
