Craftsman R1000 (247.29000) surging and wiring issue.

Got this unwanted lawnmower as freebie and cleanup carburetor which had choke open stuck and rusty, replaced spark plug and when repaired two cut wires green and yellow-white on safety seat cable switch I was able to make it run only when the gear is in reverse position.
Checked all switches for continuity and all seems to be fine. Not sure what then causes cranking only work if the gear is in reverse and safety seat wire has the internal small metal comb shorting the 4 wires. Surging seems to not affecting performance as the cutting and riding on higher rpm is fine. Would this be affected with the old gas in tank that I mixed up with some fresh or this maybe affected by the wiring issue I mentioned?
Attached is the wire to seat switch that was fixed.
