The choke is applied wen you move the throttle lever to its fullest position.
SO the engine goes to full throttle then a little bit further to full throttle + choke.
They you back it off after it starts to the run position.
If the choke is not moving after the throttle is wide open undo the cable clamp , move the cable till the choke is on in the start position and off with the throttle fully open in the run position.
From memory yours pushes on and pulls off so you will need to move the cable a bit more foreward.
