Cant get drive pulley off

I need a little advice, i was trying to take apart my snappper 2690848 motor to replace the govenor. I first tried pullin, didnt work, used even a grinder to get it off. It looks like its almost molded as one piece. Is this possible?

Torch of some kind and quenched with cold water.

PB Blaster soaked for a couple weeks prior.

Air hammer.......

Here I use a bearing separator/puller with a sacrifical spacer, a strong impact, and ace/ox torch when the pulley is beyond saving. But first would tried the harmonic balancer puller since there were three puller holes, an impact, and ace/ox torch.

Hard to find as well. You can get PB Blaster at any walmart and the like.
