Can’t start without starter fluid

Hello,
I have a troybilt walk behind self propelled mower 190CC, model 12A446A01147273 serial 1J186KA1150. I have to use starter fluid to get it started. I have cleaned the carburetor replaced the plug but still have the same result. Once it starts it runs fine. Any idea what the problem cane be?

Only 2 reasons that it won't start but runs fine
1) choke not closing fully / primer not working
2) idle circuit in carb partially blocked
3) bad fuel that no longer has the highly volatile aromatics that evaporate at room temperature so a cold engine can start.

If it will start quite happily when hot No 2 is knocked out .

As for cleaned the carb,
unless it was done as per the instructions contained at the outdoor power Equipment site then it has not been cleaned.

When you said you cleaned the carb, did you remove, disassemble, clean, check float level, assembly and install? Did you check to see if the choke was closing fully or that the primer was working? These are all things I would be looking at.

I think the problem is going to be the primer. The gasket that sits behind the air cleaner plate is missing.

No gasket no prime. You’re probably right.

I agree also. I would suggest just getting a new carburetor for about $13 and putting that on. Saves a lot of time.

So I put two new gaskets on it and pull it a few times and it starts. The next day I try it again and it wont start. Tighten things up again and it starts. let it warm up and Change the oil try it again and it won’t start. I’m having a great time. But I’m going to keep trying till I figure this out.
update, after installing the new gaskets and adjusting the stop cable it runs great now.
