Standard Intek (not Intek Pro) has an aluminum unsleeved or treated bore, those flakes in the oil are a bad sign here I suspect.
Yeah, I figured the flakes being in there were a bad sign, maybe a good repower swap in the future. I can’t recall if it has the cast iron sleeve or not though.

If I was to find another intek of similar hp would I have to change anything for a direct swap? The biggest thing I worry about is mounting the friction disk drive to the output shaft, are those most a universal size ?

Did the oil smell like gas? Could be thin due to gas in crankcase from the carb probs?

Big D is on to something here. I was thinking stuck open carb needle too.

Lot of "kids" bypass the governor to make more revs. Most likely this is what happened to the OP mower. If you see a mower, in the country, with no deck, move along too.
