Bolt to hold deck to engine?

ok, I get the internet thing. Thanks for all of your help. One last question. Can you explain the relationship between part 15 and part 22 in the diagram you sent?

It is basically a spacer much like ones the recoil and engine shroud spacers to act if you were using shouldered screws to keep from damaging the plastic housing astorque down the screws holding the engine to the deck; otherwise, you risk busting the deck housing.

The engine held on by four screws and all four has these spacers.
