Remove the spark plugs and with a flashlight observe if the pistons are moving back and forth. I think by what you say, your engine is a vertical shaft twin. You probably have a broken rod, or a valve has dropped into a cylinder. Possibly maybe even a crankshaft counterweight has let loose. Either way, you'll have to open her up to resolve your issue.Three years ago I bought a new Cub Cadet with the 22 HP Kohler engine. It was running fine until I went to start it and the engine cant make a complete revolution before coming to a dead stop and always in the same location radially. What is going on ?
