Atco Commodore B14 cylinder always rotating

Hi,
Wondering If anybody can help me out please.

I picked up what I believe to be a cheap B14, I've got the engine running and drive works fine.

However the cylinder is constantly rotating without handle being engaged. I've tried adjusting the cable tension in both directions but it does nothing.

I am at a loss what to do.

What is always spinning - drive rollers or reel cutters?

Sounds like the clutch for reel cutters is stuck engaged. Does clutch handle operate properly? Does wire inside cable housing move back & forth? Take pics of where the clutch cable enters clutch near cutters.

Clutch handle operating fine and wires are oiled and moving freely inside their outer cables.

Clutch plates have rusted together
PIA job but pull the clutch off dissasemble it lightly sand the fibre plates and steel plates
Reassemble
