6.5 Duraforce lower seal missing?

Sorry for being dense, but getting old and my memory is not as good as it once was.
This is on a 10525 Lawnboy….
I took the blade off today to sharpen, and I noticed, around the shaft, there was a ton of oily grass clippings caked in there.
I hope the pictures are OK- but is there supposed to be a lower seal in that recess that sits flush with the bottom of the metal there? IMG_4313.jpegIMG_4312.jpeg

Man, I’m feeling a bit foolish now because I mowed with this about half of the last season!

So I’ll clean in there as good as possible, then tap in the new seal with a socket or something? I tried to clean as much as I could for the pictures, but there was still grunge down there. I’ll clean it as good as I can before the new seal goes in.
Hell, I may as well get a new top seal while I’m at it.
I’m trying to figure out how the snap ring and seal went missing!

looking on the parts diagram, it shows a retaining ring, the seal, then the snap ring. Should a retaining ring go in first? Looking at the mower, I don’t really see a retaining ring…
Edit. I missed the part where it said the retaining ring isn’t available!

No, that area was FULL of oil caked grass clippings! I had cleaned a lot of it out before taking the pictures.
After getting the obvious grass clippings out, it took me a while cleaning out under the lip to get everything cleaned out for the new seal.
It must have been like that for a while, because the shaft was crusty looking around where the seal will go. I took some fine emery cloth and lightly smoothed it out.
Again, not sure how the old seal and snap ring went M.I.A.🤷

StarTech, since my seal and snap ring are missing, as per the parts diagram that shows a retaining ring ABOVE all of that, should I assume that may be gone too?
Once the new seal goes back in, would it be a very snug fit, top to bottom, then the snap ring?
I don’t know how much play to expect after the new seal is in place.
Should it be very snug, and if its not, would that indicate a missing retaining that sits above it?
 
I have replaced several duraforce crank seals but none have ever had an extra retaining ring. But the parts diagram does show one.
Seal is # 94-5767 and retaining ring is 98-7046. From my experience the mower should not be running very good if the seal was completely gone. It would be sucking in air or
blowing out and having low compression.

I found a piece of pvc pipe about the same diameter of the crank seal and cut off a piece about 8 inches of so, just as long as it is longer than the crank. I lube the crank seal a little
ID and OD and tap it in place with the pvc pipe and hammer. Tapping lightly until it seats.
