3.5 hp throttle/governor problem

Replaced throttle cable and cleaned out gas tank/carb. Put springs back the way they came off, or at least dang close.

Now the throttle isn’t doing anything. I can start the mower, but moving the lever back to slow or off does nothing. I have to reach down and manually move the butterfly to shut it off.

Put up a pic, and also put up the engine's model numbers.

Photo is good and looks reasonable, although the light spring is not quite seated properly.
I am assuming that is the throttle off position.
Can you repeat with the throttle fully on please.
On that set up it is possible to flip the butterfly so pulling to the left ( as seen ion the photo ) pushes the butterfly closed against a stop moulded into the top of the carb and not open fully as it should.
