I recently did some work on my engine, I had the crank case off, put new gaskets and seals on. I got everything back together and my dad had taken the governor/throttle stuff off and he couldn't remember how it went. When we start it, it will rev really high and I can't control it, I adjusted the cable several times. He thinks governor is stuck open. Anyone have any ideas, maybe a spring in wrong location, he also wasn't sure when we re installed the governor control bracket if the governor should be turned to the left or right, any help would be very helpful.

You need to set the governor, loosen the nut on the bottom of the governor arm shaft, now with the carb. throttle shaft at the low idle position, grab the governor arm and move the throttle to the wide open position noting which direction the governor arm moves (clockwise or counter clockwise) the governor arm shaft needs to rotate the same direction till it stops. Very important:The throttle shaft needs to be wide open, the governor arm and the governor shaft need to be at full (clockwise or counter clockwise position) hold all in place as you tighten the nut on the bottom of the governor arm.
You should be able to move the governor arm back and forth to the low idle and wide open positions effortlessly. Test run and voila.

Myself find one of the most important tools for setting up a governor is a tachometer. Without one you have no idea what you are doing. No you can't tell from the sound.
When you are hooking up the linkage...
Remember that a Spring Opens the throttle full and the governor tries to Close the throttle plate...
The Position on the levers with the springs and rod connectors, is important for proper control ...
For anyone about to take their linkage off ... Take a couple pictures before you disassemble, it will save you some trial & error at reassembly...:smile:KennyV
