Which pulleys have you replaced? Just idlers, or idlers and spindle pulleys... Have you checked the PTO pulley for defects?

I would check for any burs/sharp points where the belt rides, Does it have manual engagement or does it use an electric PTO clutch?

A frayed belt is generally caused by it running against some thing that it is not supposed to.
Usually it is because the belt is on the wrong side of a belt guide.
Other things are worn deck mounts allowing too much movement in the deck.
Finally are you 100% sure the belt is routed correctly ?
Even techs can put them on wrong .
A deck belt should go several hundred hours standing on its head .
