Yes it is wide open and all gaskets new are installed ; I wonder about the ignition coil ,, Could it gives this kind of behaviour ?

Thanks; Yes the vane moves freely; I did install the carb as received ; Is it possible that the spring is not right ? maybe.. But when i turn CW the click wheel the spring tension increase , seems to be normal ; What else should i look at for the governor installation ?

Follow up on this issue : Replace spark plug, new gaz, same problem : Sequence : start easy, at high speed setting but runs at very low speed; After about few minutes rpm went up until normal operation ; If i lower the speed setting lever and reset after to high speed : same low speed...

Could it be the coil again, since after baking it seems to work but maybe intermittent ...?
