    Good lord...this is getting nuts. Simply put a tube in the tire, and problem solved. Most small engine shops will install a tube for 15 dollars, not including the cost of the tube itself. Problem solved.

    Alternately, with the carb off the engine, remove the bowl and let it dry of gas. Invert the carburetor and use your mouth to create pressure by applying a "pucker" technique. Then, place your tongue over the inlet to see if it holds pressure.

    Could it be possible that the engine was flooded by continuing to crank it with the choke fully engaged? Did you pull the plug and see if it was soaked with gas? Is your oil level okay? Did you store it without fuel stabilizer? As Auto Doc's mentioned, the needle valve in the carb could be stuck...

The fuel line must remain lower than tanks fuel level in the tank for the full length, which in the pictures (thank you) that is not an issue...
