Good lord...this is getting nuts. Simply put a tube in the tire, and problem solved. Most small engine shops will install a tube for 15 dollars, not including the cost of the tube itself. Problem solved.

PLEASE do not put slime in the tire...it won't last for any length of time and is a royal mess to clean the inside of the tire and rim when you decide to fix it correctly by putting a tube in it.

Alternately, with the carb off the engine, remove the bowl and let it dry of gas. Invert the carburetor and use your mouth to create pressure by applying a "pucker" technique. Then, place your tongue over the inlet to see if it holds pressure.

Could it be possible that the engine was flooded by continuing to crank it with the choke fully engaged? Did you pull the plug and see if it was soaked with gas? Is your oil level okay? Did you store it without fuel stabilizer? As Auto Doc's mentioned, the needle valve in the carb could be stuck...

Is this a hydro transmission?

Just leave the shields off so you can hose the deck off. The decomposing grass buildup can cause the deck to rust.

Are you sure you connected the ground wire to the coil? The fuel shutoff solenoid must be disconnected or failed, as that will also shut it off...if it has one.

Something isn't right with that kit. Either the wrong one or counterfeit. By looking at the steel needle valve, I would guess the latter.

I think I would weld a one-eighth-inch washer of a larger diameter than the hole on the top side and then flip it over to ensure step drilling dead center up to the diameter of the shoulder on the bolt. Alternately, you may find an arm on eBay.

If you do need a tranny, the cheapest one I came across is $650.00. You can get a rebuild kit for around $400, but it's not for the faint of heart to rebuild one. It's a PITA and cleanliness is crucial.

Have you replaced the fuel filter? It may be restricted. The fuel line must remain lower than tanks fuel level in the tank for the full length, which in the pictures (thank you) that is not an issue... I don't believe the filter being lower than the tank is an issue if the fuel level is higher...
