What's the model #? If the fuel pump or metering diaphragm are stiff, they need replacement or get new carb. If you are referring to the Hi-Low jets, Low is always closest to the cylinder. Try 1/2 turn CCW.
Did you pull the drum/sprocket & look for obstruction between it & band? The spring looks elongated = some pressure in disengaged position. A new spring is cheap. Homelite 985240001 See how parts go together...
I think you're describing compression release. On most LT/GT and bigger engines, the camshaft has an arm that bumps the valve at low RPMs. This allows the crankshaft to spin faster & start/run. Cam arm slings out of the way at higher RPMs for full compression.
How do you set the coil air gap? I use a business card between the coil legs & magnets.
Can you do a visual check on the timing? Flywheel key has sheared - can be just a tiny bit. No other answers - pull FW to check well.
You have fuel/air, compression & spark - gotta think timing.

An easy way...business card on FW magnets. Loosen 2 coil screws. Let coil legs slam onto magnets. Tighten screws. Check that FW doesn't hit legs on rope pull.
It may run factory new if carb & fuel lines are good....for a while. Then you use it with an engine tilt and oil slinger/dipper doesn't splash oil. P, R & C are oil starved and start scoring - compression drops. I'm just a hobby mechanic but I've learned to steer clear of tiny MTD 4 strokes...
Small barrel carbs. I had one that the rotating barrel was worn and let too much fuel thru. Do you have a Throttle screw on carb? (I don't recall one). I had to get new carb.
Sounds like the clutch for reel cutters is stuck engaged. Does clutch handle operate properly? Does wire inside cable housing move back & forth? Take pics of where the clutch cable enters clutch near cutters.

Landline telephone wire works well for carb holes. But if you can't put fuel in plug hole, re-insert plug, pull rope a few times (maybe 10x if floody), and get a 2 sec run....it's not an air-fuel problem. Think compression or spark/timing problem. See if valves work.

I pulled the transaxle. Emptied broken down oil and cleaned gunk out of reservoir. The rubber bellows was in good shape. Filled with ~ 1.25 qts 20W-50.

Neighbor brought this Murray Select Wide Body LT with above tranny. Engine is Briggs Opposed Twin and runs great (it's a repower). Tranny was packed 1" deep in dirt. Mower is slow and can't make a 10* grade. Sound like Tranny fluid has broken down from heat? I can pull transaxle & replace fluid...
Pull the spark plug. Turn the flywheel screen by hand (or can VERY slowly pull rope). See if piston moves up/down. A screwdriver in plug hole can indicate piston position.
