When the solenoid gets 12 volts DC from the key, does the solenoid output have continuity with the input? Or input to output same thing? In other words will power pass from the battery TO the starter as normal?

Pull the starter off and bench test it with a jump box. This is not a rule but SHOULD BE. If you replace a starter replace the SOLENOID too.

Dead cell or three in the battery. LOAD test it at an auto parts store. Or find someone with a real carbon pile tester for a proper battery test. Could be dirty corroded loose grounds too. Start cleaning and polishing all terminals with Flitz Metal Polish. Make 'em shine like new.

I would investigate what is called the big 3 or 4 in car stereos. Add a dedicated ground from the block to frame. Frame to battery. block to battery. The wiring harnesses are so cheesy on mowers. Just enough copper to start and run.

You need air, fuel, spark "at the correct time" and compression. Check/tighten your main ground off the battery. Polish down to bare metal. Use star grounding washers that bite into the metal.

If you leave it outside like 99% of people, could be 3 months to 2 years. Most don't trickle charge nor let them survive the winter in a nice warm cozy garage. There is NO set life on batteries. Only takes one dead cell to pull the rest down. Then it's replacement time.

Need to clean the starter and the balls inside it. Good idea to take a semi oily red shop rag and wipe the starter recoil spring down on both sides. Just a FINE layer of oil is all you want on this spring. Just simply shine the spring up and reinstall.

Just so we all know, there is a special type of fuel line that is submersible in fuel. Most fuel lines at the auto parts store are rated for internal use only. You can buy a box of 10 belts from the same manufacturer, same size and model number. NONE will be the same size. It's really bad doing AC air handler work with multiple belts showing this size mismatch.
