Make sure to fuel lines are clear and not cracked. And the fuel filter in the bottom of the tank is good. Bogging is either a plugged exhaust screen EPA Forestry crap deal or insufficient fuel delivery. Or a screw setting on the high or low side if you have those. Hoping you are trying...

I would clean the snot out of the original one. Run it through the wife's dishwasher on hot pot scrubber mode. Course remove the float and rubber pieces first. Blow both ways with compressed air. Might take 3 cleanings to get her to hum. Spray out both ways with carb cleaner and EYE PROTECTION...

As mentioned, keep the filter in play and a good shutoff valve while you are at it. Run fuel stabilizer year round. Never have a carb issue again. slomo

You have a throttle lever on the handlebar. Pull the sucker back about 3 feet LOL. You are about the stretch the rod, in a bad way. Like I mentioned, follow the directions exactly. Read them a couple of times. slomo

They both have an infrequent slight sputter. The top engine might be sucking the carb bowl dry LOL with all the revs. :) slomo

When playing with RPM's, you need a tachometer. Some of those Toros have a carb spring you can gently stretch for more revs. Put a picture up showing the carb and linkage. More pictures the better. slomo

20 ounces sounds over full like Rivets said on a small push mower. I would love to see someone put 20 in and be exactly full. Most of the time you are lucky to get 15 in. Also could be water in the oil. Is the mower kept outside in the weather? Getting warm in the day and cool/cold at night...

Belt alignment, wrong belt size, wrong pulley/s and tension comes to mind. Wrong belt? Get the kevlar belts if you have a V belt in that location. Throwing a belt off to me sounds like the belt is too long. Or something under there is assisting the belt to come off. Worn pulleys and so on...

Cleaning something last year disqualifies it today. Might be some grass and dirt in the fuel when filling clogging the carb circuit/s. Do you use E-10 fuel? Does the mower sit outside when not being used? Not in a garage? Sounds like you do not use Stabil fuel stabilizer. slomo.

Check the blade area for wire or other foreign debris. Bent blade or blade rubbing the deck. slomo

It might have 4 quarts of oil in her. Check for proper oil level and smell the oil dip stick for fuel. slomo.

If you didn't "hear" any gas in there, how is fuel coming out of the muffler? Remove the carb off the engine. Turn the fuel ON. See if fuel comes out of the carb throat. If you didn't hear any fuel it might of been full. Lastly listening for fuel is not a proper test. slomo

Sir, gas coming out of the muffler is the carb needle sticking OPEN when it shouldn't be. Get the carb addressed first before messing with valve stem caps and cup holders. Did you pull the oil dipstcik and smell for fuel? Looks like you breezed over everything I mentioned. slomo

How about using torch tip cleaners? slomo

Some engines have compression releases/exhaust dumps to make cranking easier. These will skew a compression reading. It should crank and run on 50lbs. Probably not make any great power/torque. It's an old Briggs. Sucker might run on 5lbs. slomo

Next up is a carbide bur and die grinder. Get those jets clean..... slomo

Can you repair the wires with the same or larger gauge wire? Soldering and shrink wrapping as you go? slomo
