The tab which the spring connects to on the filter end?

I’ve got the new motor and the rpm are running lower than my older HRX’s. I’ve looked at how to adjust on YouTube and I’ve adjusted the cable and the spring. Neither has upped the rpm’s. Any other suggestions?

My Honda HCR216 is 9 nine years old. Recently the right rear wheel is intermittently not self-propelling. It will kick in but at times only the left wheel will engage and then the right will kick in. Any ideas as to the issue? Thanks.
