Stall- kohler courage 19 - move throttle past notch and it stalls

I still have the issue that when I move throttle past the notch or middle it will stall out.
This is a kohler courage 19 sv590-012 on a ryobi riding mower.
What carb adjustments might I need?

Is the notch about 3/4 of the way to the top?
On the ones I have had all the way up is choke and run is in the notch.

I managed to find the mowers owners manual online.nitnindictes that top throttle is "fast". I suspect then that it should run at that position, I need to work through carb adjustments I suppose?
 
So you have a choke knob you pull out to choke Ot on cold start up ?

Pull of your air filter. Observe the choke as you work the throttle with the engine not running. This should show you if the choke has a malfunction or the operator has a malfunction.
