I had a problem simalair to this with my B+S 18(2 cylinder). it may be that the coil is weak or the gap between the coil and flywheel may be off, it should be approx .014 if i remember correctly. also remove any film built up on the flywheel magnet, with a fine grit paper.

going to try the ignition switch

Also when the coil is off take a file or sandpaper and shine up the two coil mounts,sometime corrosion can set up between the coil and the mounts not making good ground

no luck with ignition or coil all grounds check out safety switches are working right just dont know:confused2:

Can you put a meter lead on the (M) ignition switch and the other to earth with ignition switch on run and see if you get continuity, the wire should be PURPLE in colour, come back and let me know please.
Do the test has if you are going to start it,( i.e sit on it etc ) but do not turn key to start.

reading 12.76 at battery .13 purple lead switch on run ground in earth.
