19 horse Briggs & Stratton will only run with choke half on

Changed carbs adjusted valves still the same thing hunts real bad only runs with choke half on. Changed carb head gasket and lapped the babes still hunts an dies without choke on

I changed the governor when changing the camshaft.

The surging has been going on for couple of years. The new carb did not help either new head gasket too of course

Runs fine with two fingers on the air intake or the choke about half on.

yeah valves did not have any cuts blued them had contact
