Toro Recycler 20113

I have electric start and other day I removed battery to charge it up, now when I go to start it the cable let go on handle.
It’s like something is missing, when I held down the traction control handle “ I think that’s what it’s called “ the cable let go and plastic sleeve is bent. Any ideas, I don’t even see that part on diagrams.

#1 plastic sleeve at end bends when handle pulled back.

Need to replace the cable, as the plastic piece is part of the cable.

Found it was replaced a year ago, will another new one do the same. Plastic is very bendable, is there something that’s supposed to be on top to encase the cable?

Probably was install with too much tension on the cable, causing the plastic piece to bend.
