HOW THE HECK DO I REMOVE THE BLACK BASE SHROUD SURROUNDING THE MOTOR ON MY 10515

Are you talking about the black shroud under the gas tank shroud and below the pull starter?
If I remember right there are 4 bolts holding it on. I think it is to direct the air from the flywheel down around the cooling fins.
