have you tried a metric socket?
17MM is closest to 11/16, doesn't really make sense that 2 blades would use a SAE bolt and 1 Metric. but who knows.
did you pick this up NEW or pre owned?

Some of the aftermarket spindles are metric
Yeah this bolt isn't the same as the other 2. Almost had the mower ready to go. The grass is starting to drive me nuts.

Spindle screws are supposed to be 7/16-20 X 1.38 Grade 8; although, some of 5000 used a 1/2-20 x 2.25 Grade 5 so the hex head normally uses a 5/8" (16mm) wrench or socket for the 7/16 screw but 3/4" wrench or socket for the 1/2" screw. Someone might have stuck a metric bolt in there. Head markings would indicate if this the case.
This where the model number from the serial tag would help.
17mm is not going to fit if 11/16 is too tight as 11/16 is 17.5mm. What is in between 11/16 and 3/4 is 18mm but 19mm is also just slight of 3/4" (0.75000).

One spindle may have been replaced with a different spec bolt.
