PTO is Good, PTO switch is Good, Ignition Switch Good. So what you guys think was wrong and how to repair on the cheap.

That all depends upon how you determined "good"
If they all showed Ω within specs the mower could have a bad ground

This is just a problem I have repaired using only $16.89 (customer cost before taxes) in parts vs instead of installing the $263.12 (local cost before my markup) replacement part by doing a bypass of the bad part. The system only lost one feature which is the emergency PTO stop on the RH control arm. Customer said he rarely used it anyway as he always used the regular PTO switch as his other ZTR don't have that feature in the first place. All regular safety features are still intact.

It is not a bad ground. If it was a bad ground I would not even been able start and operate the ZTR otherwise. Plus I have been troubleshooting and repairing electrical and electronic related problems for over 42 yrs so I fairly confident in my abilities to do the testing and theoretical circuit redesign on the fly. This the fourth JD ZTR I had do bypasses on. It is like doing heart surgery where the doctors do a bypass or bypasses around a bad area of the heart.
