It appears the engine is leaking oil from what I'll call the oil pan gasket. Is it easy to replace as removing the engine, unbolting the oil pan and replacing the gasket and crank seal? Anything I should look out for? It's B&S 23hp twin.

Easier said than done but yes you are right.
The hardest part is removing the pulleys.
Polish up the PTO shaft and apply anti-sieze ( not grease ) to the shaft before replacing it.
Replace the oil seal as well cause you usually wreck it pulling the cover off .

Neighbor has a 23 hp Briggs, & it was weeping oil from about every place imaginable since the early oil change..

That engine & engine mouting plate is covered in oil.

Thanks. Is there some sort of crankcase breather/pcv system on this engine that might be clogged and causing excessive pressure buildup?

yes.
I am yet to actually find a clogged breather that causes excessive pressure in the crank case.
Blown head gasked do cause excessive pressure & lots of it .
