I'm having a problem with the mower deck engaging when
the deck is raised all the way up.

Ok if it is the kind that when you lower the deck and the blades come on and won't come on when in the top one or two settings then you need a new belt.

New belt and blades last summer.......Sorry....

I would tell you how to fix but not now that your YELLING.
