xt3 tilt steering wont lock

My cub xt3 gsx tilt steering wont lock. The steering wheel stays all the way up. I can pull it down but it wont lock in that or any other position. Does this sound like the damper?
 
In case anyone runs into a cub xt3 gsx with a tilt steering that wont lock it's the steering damper...looks like a small shock absorber
