Well I finally got the deck back on. It took the epoxy paint longer to cure than I had planed on. Before I get into what the issue was I want to thank everyone for your input it was invaluable.
I installed the deck minus the anti scalp wheels and with the original deck adjustments. As expected the deck hight adjustment with the Deck all the way down was reading 2 on the adjuster scale. That is better than what it
Was originally (3). So the wheels set so low was effecting the issue somewhat. I ruled out the adjusting lever being bent/twisted by removing it and comparing with the new one. (that was gang's of fun) prior to installing the deck.
I checked the deck level side to side adjustment and is was ok and then I turned my attention to the front stabilizer rod adjustment.
Wow! the manual calls for the front of the deck to be 1/4"-3/8" lower than the back mine was set at almost a inch lower. Adjusted it to spec and low and behold that did the trick. It now reads 1 all the way down and 5 all the way up. In conclusion it looks like my issue was caused by the anti scalp wheels and the front stabilizer not being adjusted properly.
